Mr. Oleg Fomichev is the State Secretary, Deputy Minister of Economic Develop- ment of the Russian Federation.
Since January 2008, Mr. Fomichev worked in the Ministry of Economic Development of Russian Federation as an adviser to the Minister, in July 2008, he became the director of the Department of Strategic Management and Budgeting of the Ministry. In November 2010 he was appointed Deputy Minister of Economic Development, and in July, 2012 — State Secretary, Deputy Minister of Economic development of Russian Federation.
Between 1999 and 2004, he held various positions in the Ministry of Economic Development. In that role he was responsible for the preparation and analysis of economic development programs and cooperation with international financial in- stitutions, reform programs of enterprises and state property management in the industry. From 2004 to 2006 Mr. Fomichev was Director of the Foundation «Center for Strategic Research». Prior to that he was engaged in the expert-analytical work on economic policies and the competitiveness of Russian industrialists and entrepreneurs at the Russian Union of Industrialists and Entrepreneurs.
Mr. Fomichev graduated from the Nizhny Novgorod State Technical University, major in Management (qualification — Bachelor of Management with Honors) in 2000, graduated from the State University — Higher School of Economics with a degree of «economic theory» (Qualification — Master of Economics with Honours) in 2000 studied at the University of «Erasmus» (Rotterdam, Netherlands).
